Syria, Snowden overshadow Kerry-Lavrov meeting
BANDAR SERI BEGAWAN, Brunei (AP) ? The Syrian crisis and National Security Agency leaker Edward Snowden overshadowed U.S. Secretary of State John Kerry's meeting Tuesday with Russian Foreign Minister Sergey Lavrov on the sidelines of an Asian summit in Brunei.
Lavrov declined to sum up his more than 90-minute meeting with Kerry, telling reporters only that their discussion was "excellent." After saying goodbye to Lavrov, Kerry ducked back into the room where he had meetings scheduled with Asian leaders.
Kerry earlier said wanted to talk to Lavrov about Russia's support of Syrian President Bashar Assad's regime, which is fighting against opposition forces armed by Western and Arab nations. He said he wanted to discuss with Lavrov the possibilities of an international conference in Geneva to find a political resolution to the Syrian civil war, which has claimed more than 93,000 lives, and also about President Barack Obama's upcoming visit to Moscow in September for an international summit.
Syria was also the focus of Kerry's discussion with Turkish Foreign Minister Ahmet Davutoglu. A senior State Department official said the two discussed ways to strengthen support to the opposition and step up plans for an international conference to resolve the Syrian crisis.
The official, who spoke on condition of anonymity to disclosed details of the closed-door meeting, said Kerry and his Turkish counterpart also discussed how to expand the Syrian people's access to humanitarian aid. He said both men expressed concern over recent Assad regime attacks on civilians in the central province of Homs and the influx of fighters from the Lebanese militia Hezbollah.
It's unclear whether Kerry and his Russian counterpart discussed the case involving Snowden, which has strained U.S.-Russia relations. The Russian state news agency ITAR-Tass reported that the two did not discuss the case.
Snowden, who is wanted in the U.S. on three charges of espionage, has been on the run since releasing sensitive NSA documents. He is believed to have been in the Moscow airport's transit zone since his arrival from Hong Kong on June 23. The U.S. has annulled his passport, and Ecuador, where he had hoped to get asylum, has been giving mixed signals about offering him shelter.
Snowden has expanded his requests for asylum to more than 20 countries, including China, according to WikiLeaks, an anti-secrecy group that has adopted Snowden and his cause.
After Snowden applied for political asylum to remain in Russia, Russian President Vladimir Putin told reporters in Moscow that Snowden would have to stop leaking U.S. secrets if he wanted asylum there ? and he added that Snowden seemed unwilling to stop publishing leaks of classified material.
Before the meeting, when a reporter asked whether he and Kerry would talk about asylum for Snowden, Lavrov scolded the reporter, saying, "Don't shout at me, please."
Three U.S. officials, speaking on condition of anonymity because they weren't authorized to publicly discuss the Snowden case, have said Washington is trying to persuade Russia to deport Snowden either directly to the United States or to a third country, possibly in eastern Europe, that would then hand him over to U.S. authorities.
Neither the U.S. State Department nor the Russian foreign ministry issued statements detailing the meeting between Kerry and Lavrov.
Irritated by reporters who chased him down the hall after the meeting, Lavrov said, "I am on my way because I missed my lunch" and "You are absolutely crazy. I don't know how you can work like this."

DAR ES SALAAM, Tanzania (AP) ? President Barack Obama says his appearance Tuesday in Africa with former President George W. Bush will give him a chance to thank Bush for one of the "crowning achievements" of the Republican's administration, a U.S.-funded program to stop the spread of HIV and AIDS on the continent.
The White House said Monday that the two presidents will meet Tuesday in Dar es Salaam at a wreath-laying ceremony at the site of the deadly 1998 bombing of the U.S. Embassy that killed 11 people. The embassy has since relocated.
Obama arrived in Tanzania on Monday, the final leg of a three-country tour of Africa.
Bush, who has been active on African issues both in and out of office, coincidentally also planned to be in Dar es Salaam for a conference on African women sponsored by his institute.
Obama said the Bush program, the President's Emergency Plan For AIDS Relief, or PEPFAR, had saved the lives of millions by distributing anti-retroviral drugs throughout Africa.
"This is one of his crowning achievements," Obama said at a news conference where he and Tanzanian President Jakaya Kikwete were asked to comment on the Bush meeting. "Because of the commitment of the Bush administration and the American people, millions of people's lives have been saved."
Obama also pushed back against suggestions that his administration has scaled back the program.
"The fact of the matter is is that we are serving four times the number of people today than we were when PEPFAR first began," he said. "But because we've gotten better at it and more efficient at it we're doing it at reduced costs."
The dollars being saved, Obama said, are being spent on alleviating diseases such as tuberculosis and malaria "because HIV and AIDS are not the only diseases affecting people in Africa."
The White House has said the U.S. will spend about $4.2 billion on PEPFAR funding this year, money that has been used to increase the number of people receiving anti-retroviral drugs and to prevent mother-to-child transmission of the virus.
"This indicates how timely the PEPFAR program was and the bipartisan support that it has received has been extraordinary and President Bush deserves enormous credit for that," Obama said, "and so I'm looking forward to being able on African soil to once again thank him on behalf of the American people for showing how American generosity and foresight could end up making a real difference in people's lives."
Kikwete said having the two presidents together at the same time in Tanzania is "a blessing to this country."
First lady Michelle Obama and former first lady Laura Bush also plan to appear together Tuesday to participate in a discussion at the conference on promoting women's education, health and economic empowerment.
Obama and Bush last appeared together in public at the April dedication in Dallas of Bush's presidential library.

Assad continues offensive on Homs in attempt to take control from rebels
For a second day Syrian President Bashar al-Assad's forces bombed the city of Homs, which is currently controlled by rebels. Representatives for the rebels say they are ready for a long battle.

They said rebels defending the old centre of Homs and five adjacent Sunni districts had largely repelled a ground attack on Saturday by Assad's forces but reported fresh clashes and deaths within the city on Sunday.
The offensive follows steady military gains by Assad's forces, backed by Lebanese Hezbollah militants, in villages in Homs province and towns close to the Lebanese border.
British Foreign Secretary William Hague said Assad must halt his "brutal assault" on Homs. Gulf countries, which back the rebels, urged Lebanon to stop "parties" interfering in the Syria conflict, a reference to Iranian-backed Hezbollah.
Opposition sources and diplomats said the loyalist advance had tightened the siege of Homs and secured a main road link to Hezbollah strongholds in Lebanon and to army bases in Alawite-held territory near the Syrian coast, the main entry point for Russian arms that have given Assad a key advantage in firepower.
At least 100,000 people have been killed since the Syrian revolt against four decades of rule by Assad and his late father erupted in March 2011, making the uprising the bloodiest of the Arab Spring popular revolutions against entrenched autocrats.
The Syrian conflict is increasingly pitting Assad's Alawite minority, backed by Shi'ite Iran and its Hezbollah ally, against mainly Sunni rebel brigades supported by the Gulf states, Egypt, Turkey and others.
Sunni Jihadists, including al Qaeda fighters from Iraq, have also entered the fray.
ALARM
The loyalist advances have alarmed international supporters of the rebels, leading the United States to announce it will step up military support. Saudi Arabia has accelerated deliveries of sophisticated weaponry, Gulf sources say.
The Sham News Network opposition monitoring group said fighters belonging to the al Qaeda-linked Nusra Front had killed five loyalist troops in fighting in the Bab Hud district of Old Homs on Sunday.
Activists said one woman and a child had been killed in an airstrike on the old city, home to hundreds of civilians.
Video footage taken by the activists, which could not be immediately verified, showed the two bodies being carried in blankets as well as a man holding a wounded child with a huge gash in his head.
Rebel fighters also fought loyalist forces backed by tanks in the old covered market, which links the old city with Khalidiya, a district inhabited by members of tribes who have been at the forefront of the armed insurgency.
"After failing to make any significant advances yesterday, the regime is trying to sever the link between Khalidiya and the old city," Abu Bilal, one of the activists, said from Homs.
"We are seeing a sectarian attack on Homs par excellence, The army has taken a back role. Most of the attacking forces are comprised of Alawite militia being directed by Hezbollah."
The Alawites are an offshoot of Shi'ite Islam that have controlled Syria since the 1960s, when members of the sect took over the army and the security apparatus which underpin the power structure in the mainly Sunni country.
URBAN WARFARE
Located at a major highway intersection 88 miles north of Damascus, Homs is a majority Sunni city. But a large number of Alawites have moved into mostly new and segregated districts in recent decades, drawn by army and security jobs.
Lebanese security forces said Hezbollah appeared to be present in the rural areas surrounding Homs but there was no indication that it was fighting in the labyrinth streets of Homs, where it could take heavy casualties.
Anwar Abu al-Waleed, an activist, said rebel brigades were prepared to fight a long battle, unlike in Qusair and Tel Kalakh, two towns in rural Homs near the border with Lebanon that fell to loyalist forces in recent weeks.
"We are talking about serious urban warfare in Homs. We are not talking about scattered buildings in an isolated town but a large urban area that provides a lot of cover," he said.
Britain's Hague expressed concern over the escalation of fighting in Homs, saying in a statement: "I call upon the Assad regime to cease its brutal assault on Homs and to allow full humanitarian access to the country."
The Syrian conflict has aggravated neighbouring Lebanon's own complex sectarian rivalry, triggering fighting between Alawite pro-Assad and Sunni anti-Assad militia in the northern city of Tripoli that has killed dozens.
Gulf foreign ministers meeting in Bahrain urged the Lebanese government to "commit to distancing itself from the Syrian crisis and to prevent any Lebanese parties from interfering in (Syria) in order to enable it to confront the brutal attacks and crimes conducted by the regime and its allies."

Indigo CEO and founder Heather Reisman stated that ?our intention is that the new Indigo will be a global company? during the annual meeting of the company, according to the Globe and Mail. She declined to elaborate on where new stores might open.
She predicted that the expansion wouldn?t be happening for two years or so.
Indigo Books and Music (also known as? ?!ndigo?), is often described as the country?s leading bookseller and has gone through other changes recently, with stores selling items such as toys and home goods in an effort to appeal to more consumers. Their lines include Indigo Home, Indigo Tech, and Indigo Kids. The company will also increase sales of Apple products such as the iPad in its stores next year. (Currently only the company's Toronto store has an Apple section.) Reisman called the revamping of the stores ?a fundamental transformation.?
?The new physical format store will feel like you can meander through a series of shops, each one anchored by books,? Reisman said of the stores? multiple product lines.?
However, the CEO said books will remain Indigo?s priority.
?Books will remain at the heart and soul of this company, and as long as there are people on the planet who want to buy physical books, we are deeply committed to physical books, both in store and online,? Reisman said.
She stated that sales of merchandise that isn?t books increased during 2013 from 12 percent of the company?s sales to 22 percent.
Indigo had a loss of $8.2 million for the past quarter. For the same period, American bookstore chain Barnes & Noble reported a $118.6 loss.
Indigo was founded in 1996 and acquired the bookstore chain Chapters in 2001. Kobo Inc., the company which creates e-readers that are sold by many indie bookstores, was a division of Indigo Books until the subsidiary was sold to the Japanese company Rakuten in 2011.
