Russian court bans punk rock video from websites

Sergei Karpukhin / Reuters

Nadezhda Tolokonnikova, Maria Alyokhina and Yekaterina Samutsevich of punk band Pussy Riot sit in a glass-walled cage during a court hearing in Moscow on August 17.

By Reuters

MOSCOW -- A Russian court ruled Thursday that video footage of the Pussy Riot punk group protesting against President Vladimir Putin in a church was "extremist" and should be removed from websites.

The demonstration last February offended many Russian Orthodox Christians. But Putin has been criticized by U.S. and European leaders over what they saw as disproportionate jail sentences imposed on three Pussy Riot members.

Their trial was also seen by Putin's critics as part of a clampdown on dissent.

'Mass disorder'
The Moscow court said it had based its ruling on conclusions by a panel of experts who studied the video, showing band members in colorful mini-skirts and ski masks dancing in front of the altar of Moscow's main Russian Orthodox cathedral.

Members of the band Pussy Riot, arrested in February after storming a Moscow cathedral, were sentenced to two years in jail Friday. Critics say the arrest was Putin's personal revenge, raising questions about justice in Russia. NBC's Duncan Golestani reports.

Judge Marina Musimovich said the footage "has elements of extremism; in particular there are words and actions which humiliate various social groups based on their religion." She said it also had calls for mutiny and "mass disorder."

The verdict said that free distribution of the video could ignite racial and religious hatred.

The court's ruling applies to other videos released by the band, including a performance in Moscow's Red Square, where calls for mass disorder could be heard. Such calls were not made inside the church.

The websites are now likely to be included in a state register and could be blocked if the banned content is not removed.

Protesters put head covers on sculptures in Norway to show their continued support of the jailed Russian punk rock group called "Pussy Riot." NBCNews.com's Dara Brown reports.

The Russian communications regulator Roskomnadzor said that once the court decision takes effect it will monitor how it is implemented.

Russian female punk rock protester moved to solo cell after tensions

Three members of Pussy Riot convicted in August of hooliganism motivated by religious hatred for their "punk prayer," which the Russian Orthodox Church has cast as part of a concerted attack on the church and the faithful.

The women said the protest, in which they burst into Christ the Savior Cathedral and called on the Virgin Mary to rid Russia of Putin, was not motivated by hatred and was meant to mock the church leadership's support for the longtime leader.

Russian whistleblower dies in strange circumstances

Band members Nadezhda Tolokonnikova and Maria Alyokhina are serving two-year jail sentences over the protest last February. A third member, Yekaterina Samutsevich, walked free last month when her sentence was suspended on appeal.

"To me this is a clear attribute of censorship -- censorship of art and censorship of culture, of the protest culture which is very important for any country, let alone for Russia," Samutsevich told reporters outside court.

Three female punk rockers are put on trial in Russia after taking over the pulpit at an Orthodox cathedral and performing a controversial song criticizing President Putin. NBCNews.com's Dara Brown reports.

"Now of course the fact that they will be blocking all Pussy Riot videos as I understand, all photos -- this is horrible. Naturally, I will lodge an appeal and I will try to do it today," she added.

Freed Russian scientist: 'Nothing has changed'

Putin, a former KGB officer who has cultivated close ties with the Orthodox church over 13 years in power, has rebuffed Western criticism about the prison terms meted out.

Men at Risk of Prostate Cancer from Fizzy Drinks | TopNews United ...

A study that went on for a period of 15 years, taken out by a group of researchers from the Lund University, has uncovered a fact that even one soft-drink a day by men can increase their risks of developing prostate cancer. The review has been published in the American Journal of Clinical Nutrition.

The team has been warning men who love to drink sugary soft drinks, since another fact from the study is that the risk is not of an early-stage disease. But, one is risked at getting aggressive prostate cancer, which does not get cured easily and causes symptoms.

Prostate cancer is commonly seen in British men and almost 41,000 people in Britain are affected by the same each year. Also, more than 10,000 people of them tend to lose their precious lives to the cancer. Though treatments for the same have improved, the number of cases and incomplete cure is still concerning.

It is therefore being suggested to avoid fizzy drinks daily. It has been told that even 300ml of such drinks a day, which is less than a standard canister, may increase the risks by 40%. "Further research on how genes respond to different diets would make it possible to tailor food and drink guidelines for certain high-risk groups", said Prof. Isabel Drake.

Japan seeks partnership with Canada to boost energy supply

The Japanese government aims to secure a stable supply of resources such as natural gas and oil by entering negotiations Monday with Canada to conclude an economic partnership agreement (EPA).

Whether Japan can overcome differences of opinion with Canada over liberalisation of agricultural products will be a test for the government in promoting other trade negotiations, including those for the Trans-Pacific Partnership multilateral trade talks.

The talks with Canada are the first EPA negotiations for Japan with another member of the Group of Eight countries.

Canada is attractive to Japan as it is rich in natural resources.

The country is the world's sixth-largest oil producer, the second-largest uranium producer, and the third-largest producer of natural gas.

In addition to the rich natural gas resources, Canada has been proactively developing shale gas resources trapped in underground shale. In February, trading house Mitsubishi Corp. obtained a 40 per cent stake in a Canadian shale gas development project that is one of the world's largest. The conclusion of an EPA is expected to bring a more stable supply of natural resources to Japan.

Half of Japan's exports to Canada, which amounted to 709.3 billion yen (US$8.66 billion) last year, are accounted for by transportation equipment, including automobiles. As Canada imposes tariffs of up to 6.1 per cent on automobiles, lifting the tariffs would promote the export of automobiles from Japan.

Canada is a member country of the North American Free Trade Agreement, along with the United States and Mexico. Japan has already concluded an EPA with Mexico. If an EPA is concluded with Canada, Japan can make the country a distribution hub for the supply of Japanese products to the densely populated US East Coast, a situation that would boost Japanese businesses in their competition in the US market.

The most important focus in the Japan-Canada negotiations is the extent to which Japan can open up its market for agricultural products. Canadian agricultural products account for more than 30 per cent of the country's exports to Japan. Soy beans and rapeseed occupy 14 per cent and pork accounts for 9 per cent, while grains stand at 7 per cent.

The two countries previously tried to enter EPA negotiations in 2007, but gave up as they could not compromise in the agricultural field.

This time again, the Japanese government intends to carefully proceed with negotiations on agricultural products. However, if the government could come to terms with Canada on items to be exempted from the elimination of tariffs, the results could serve as the basis for the future TPP negotiations, which Canada would take part in.

Participatants at Monday's meeting included Jun Yokota, ambassador in charge of economic diplomacy, and Ian Burney, Canadian assistant deputy minister for trade policy and negotiations. Yokota said at the meeting he would like to make the talks "worthwhile for both countries." The launch of the talks was agreed upon during a meeting between Prime Minister Yoshihiko Noda and Canadian Prime Minister Stephen Harper in March.

Lesbian brutally beaten by girlfriend's brother at Thanksgiving ...

Mallory Owens and Alex Hawkins.

Mallory Owens and Alex Hawkins. Inset picture Mallory Owens after sustaining her injuries.

Mallory Owens? attacker?s father denies hate crime. Welcomed her with open arms.

Mallory Owens reckons her beating was not a hate crime.

It is being reported that a 23 year old woman, Mallory Owens was brutally beaten by her girlfriend?s brother because he didn?t approve of his sister?s relationship.

The beating came after Alex Hawkins brought her lover, Mallory Owens to a family Thanksgiving dinner which led to her 18 year old brother Travis Hawkins Jr taking intense displeasure at the fact that she was involved in a lesbian relationship. It is said after the dinner, Travis Hawkins knocked Mallory Owens to the floor before proceeding to savagely pummel her face with his fists.

Said Kristi Taylor, Mallory Owen?s mother: ?He tried to kill her. He?s lucky he didn?t kill her. She?s lucky to be alive. I didn?t recognize her when I got here. It?s hard to look at her like that.?

Pursuant to the beating the young woman was hospitalized and treated for a broken nose and numerous lacerations as well multiple skull fractures. Her eyes were swollen shut after the brutal beating and she had to receive facial reconstruction surgery.

According to Kristi Taylor there had been ongoing friction between her daughter and that of the Hawkins family who dissented over their daughter?s relationship with Mallory Owens.

Media outlet WKRG-TV reports that earlier this year, Hawkins allegedly hit Miss Owens over the head with a pipe wrench. While injured during that attack, no charges at the time were filed.

Mallory Owens

Mallory Owens

Upon hearing that her daughter would be joining the Hawkins family for thanksgiving dinner, Kristi Taylor urged her daughter otherwise: ?I did not want her to go, I begged her not to go, knowing how the family felt about her. But she said, ?They?re trying to be nice.??

Since the brutal beating a Facebook group entitled ?Charge Travis Hawkins Jr with the attempted murder of Mallory Owens? has sprung up on Facebook, garnering nearly 600 likes in less than a day.

But it gets worse, according to Miss Owens? sister Avery Godwin, she?told AL.com that Travis Hawkins later called her on Friday to say ?that he would finish what he started last night with Mallory.?

WKRG goes on to report that discord within the Hawkins family has been an ongoing state of affairs with the revelation that Travis Hawkins was hospitalized in January of 2011 after allegedly being shot in the chest by his father, Travis Hawkins Sr.

The outlet goes on to report that Travis Hawkins Sr was later released on bail and the case was never brought to trial after his son refused to testify against him.

Since the attack, Travis Hawkins Jr has been arrested by authorities and charged with second degree assault and consequently later released the same day after making bond. Although some reckon he ought to be charged with attempted murder as well as perpetrating a hate crime, something that Mallory Owen?s family has at present declined to pursue.

Mallory Owens

Mallory Owens

Complicating the pursuit of hate crime charges against Travis Hawkins Jr is the fact that Alabama state where the incident took place at present doesn?t include sexual orientation in its hate crimes statute. One can only wonder why? Pressure is now mounting that Federal authorities now step up and apply pressure for hate crime charges to be applied.

Commented D.A. Ashley Rich:??We?re on top of this, and we?re making sure that the case is proceeding down the criminal path,?

?We are assessing her injuries, everything regarding her hospital stay. But at this time, he is charged with causing serious physical injuries to her, which is assault second degree under the laws of the State of Alabama.?

Travis Hawkins Jr

Travis Hawkins Jr

Since the attack, AL is reporting that the Owens family has set up an account to send donations to help pay for their daughter?s surgery and hospital time. Although she will be released yesterday, she will have to return to the University of South Alabama Medical Center on Thursday to consult a plastic surgeon for her injuries.

What?s equally disturbing is why the story took concerted efforts from one Facebook user Sonia Mason?to make it to the mainstream press, having only made headlines 4 days after the incident first took place.

Ultimately one has to wonder how such a crime was able to be perpetrated in the first place and why for that matter the state of Alabama does not have a clause for assault against another human being strictly because of their sexual orientation classified as a hate crime? Then again that may tell us something about the general attitude towards same sex couples in certain quarters of the country and the implicit state condoning of such behavior and attitudes which to some degree embolden intolerance towards same sex couples.

One also wonders about the general degree of dysfunction in the family and the malicious behavior of male role models in the Hawkins family, which may suggest a lot why Alex Hawkins chose to be a lesbian in the first place?

At present the following petition to support Mallory Owens and bring her attacker to justice has also been created:

Lemon melting moments

Take a break from pumpkin and gingerbread, and give these buttery lemony sandwich cookies a try. They're easy enough to whip up that they just might become a staple in your holiday cookie collection.

By Carol Ramos,?The Pastry Chef's Baking / November 27, 2012

These butter cookies are nice and crisp. Let the lemon filling sit for a bit to firm up, then ice away.

As always with sandwich cookies, you want to make them small since you or your guests will be eating two cookies as one.?The dough was easy to make and great to work with, not too dry or sticky. I portioned into small balls, flattened each with a fork and froze them first. They don't spread when they're baked and I wanted them chubby so I didn't flatten them too thin.

I liked these cookies. They were crisp, but not hard and the crisp wasn't the snap of a shortbread or dry but just good chewing. The lemon filling complemented the butter cookie nicely but note that you may need to let it set a bit before you use it to sandwich the cookies.?

The filling is more like a glaze when you first mix it but unless you want it really sweet, refrain from adding more powdered sugar until it firms up. Then it should be okay to use as filling. If you're serving a "high tea" this holiday season, these would be good to have with your tea.

Lemon melting moments

From IttyBittyKitchen.com

14 tablespoons unsalted butter, room temperature

1/4 teaspoon salt

1/2 cup confectioners sugar

1-1/2 cups all-purpose flour

1/2 cup cornstarch

1 teaspoon vanilla extract

zest of one lemon

Filling:

1 cup confectioners sugar

4 tablespoons unsalted butter, room temperature

juice of one lemon

Preheat oven to 325 degrees F.

In a large bowl cream the butter, salt, and sugar until light and fluffy on a medium setting, roughly three minutes. Reduce the speed to low and incorporate the vanilla and lemon zest, scraping down the sides as you go. Sift the flour and cornstarch into the mixture and beat on low speed until just combined.

Take small portions of the mixture and roll into balls, continue until you have 24-30. If you want them to be as even as possible, roll out the mixture until it forms a log then use a clean knife to section into 30 pieces.

Place them on a baking tray lined with wax paper, gently press on each piece with a fork until it has left an imprint. You can also press on them gently with your fingers, if you do not wish to leave an imprint. (You can also chill the dough at this point, if so, don't preheat the oven until you're ready to bake.)

Bake for 20 minutes. Let them cool completely.

For the filling, beat the sugar, butter, and lemon juice on a medium setting until incorporated. Use the back of a spoon, or a knife to ice one side of the cookie then sandwich them together. Try to find two which are similar sizes.

New Jersey's Christie, more popular than ever, seeks re-election

NEW YORK (Reuters) - New Jersey Governor Chris Christie, a Republican star who has enjoying record-high popularity for his hands-on approach to Superstorm Sandy, on Monday filed papers announcing his intention to seek a second term next November.

Christie, a popular surrogate on Republican Mitt Romney's failed presidential campaign, delivered the keynote address at the Republican National Convention this summer and is considered a popular choice to run for president in 2016.

Despite his popularity on the national stage, Christie - known for his blunt, sometimes over-the-top style - has sometimes struggled to win over his constituents in liberal New Jersey, where Democrats control both houses of the legislature.

Since Sandy tore through the state on October 29, laying waste to large stretches of the Jersey Shore, Christie's approval rating has jumped 19 percentage points.

Christie appeared to set politics aside, touring the damage with Democratic President Barack Obama days before November 6 Election Day, and showing a personal touch with residents who lost their homes or loved ones in the storm.

Christie has a 67 percent favorability rating among registered voters, up from 48 percent in October, according to the Rutgers-Eagleton poll.

Since taking office three years ago, Christie's signature achievement has been a 2011 law that made sweeping changes to the state's pensions and health benefits for state workers.

This June 9, 2001 photo from the Houston Chronicle made available by the Texas Medical Center shows flooding from tropical storm Allison in front of the MD Anderson Cancer Center in Houston. (AP Photo/Houston Chronicle)

(AP) ? Inside tunnels threading under a Houston medical campus, 100 submarine doors stand ready to block invading floodwaters. Before commuters in Bangkok can head down into the city's subways, they must first climb three feet of stairs to raised entrances, equipped with flood gates. In Washington, D.C., managers of a retail and apartment complex need just two hours to activate steel walls designed to hold back as much as a 17-foot rise in the Potomac River.

If metropolitan New York is going to defend itself from surges like the one that overwhelmed the region during Superstorm Sandy, decision makers can start by studying how others have fought the threat of fast-rising water. And they must accept an unsettling reality: Limiting the damage caused by flooding will likely demand numerous changes, large and small, and yet even substantial protections will be far from absolute.

Sandy's toll is overwhelming. But finding the money and political will to build a proposed system of giant storm barriers at the mouth of New York Harbor will likely be very difficult. Even at a cost of up to $27 billion, such barriers would leave large parts of the region unprotected.

So government, businesses and property owners will need to consider taking smaller steps ? on land ? to minimize the impact of flooding, with or without sea barriers.

The good news is that many cities have already learned much about how to limit the damage from floods. Researchers are working on still other strategies, like 16-foot-wide inflatable plugs being developed at West Virginia University to seal off subways and tunnels from water.

But there's no single cure-all.

"You really have to go with a series of levels of protection. You can't just buy into one engineer's dream of building" a 5-mile-long barrier for New York Harbor, said Phil Bedient, a flood expert at Houston's Rice University whose research was key to shoring up that city's defenses after it was swamped by Tropical Storm Allison in 2001. "So you have to pick your spots carefully. And you really can't protect everything."

Sandy's destruction in the New York area highlights a host of weaknesses that must be addressed, experts said. But the region's size, density and geography will complicate the task.

"It's hard to predict what's going to happen, where it's going to happen and what magnitude, and that leads to a quandary of what makes sense to do," said William Coulbourne, a Delaware structural engineer specializing in flood plain design and construction. "New York City is unique in the number of people who live there, the age of the buildings, that it's on islands and it's a hub of U.S. commerce."

That could force people to make trade-offs they might have been unwilling to consider before Sandy. When city officials met with real estate and construction industry representatives starting in 2008 to look at making New York buildings more environmentally efficient, the conversation included whether to move flood-prone electrical equipment out of basements in apartment buildings and office towers to higher floors, said Rohit "Rit" Aggarwala, former director of the city's Office of Long-Term Planning and Sustainability.

"One of the people from the real estate industry said, 'Rit, you're crazy. That's rentable space up on those floors,' Aggarwala said. "That's the problem of thinking in the near-term of losing revenue vs. the long-term certainty of needing it."

Now New York needs a wide-ranging discussion, considering not just how to limit damage to high-rise districts like lower Manhattan that are critical to the region's function, but about whether and how to rebuild in residential neighborhoods along the shoreline, said Larry Buss, a recently retired hydrologic engineer for the Army Corps of Engineers who for many years led its committee on non-structural flood proofing.

"If you're thinking long-term," said Buss, who worked with communities along the Gulf of Mexico to build flood resilience after Hurricane Katrina, "you've got to use all the tools in your toolbox."

In the search for answers, few places may offer as many lessons as Houston's Texas Medical Center campus, which is bisected by a bayou and was swamped by intense rains in a 2001 storm. When Ed Tucker, the center's senior vice president of planning and development, watched televised footage of rescuers carrying critically ill patients down the darkened stairwells of New York hospitals during Sandy, he was struck by a terrible thought: He had seen it all before.

The floods in Houston caused a blackout, inundated medical center streets with up to 9 feet of water, and forced evacuations of patients from the district's 6,900 hospital beds, some airlifted from rooftops by helicopter. The campus sustained more than $2 billion in damage.

"Allison was a significant event for us and fortunately we learned a lot," Tucker said.

A review of the area's flood weaknesses led officials to create a list of 112 projects, including widening the bayou and building culverts that funnel water away from the campus. But many of the projects were based on acknowledging that even if planners couldn't ensure that all the water from a future storm would stay out, they could at least work to limit the damage.

TMC's member hospitals moved their electrical vaults and backup generators out of basements to areas above flood level. They rejiggered the way they used their space, rebuilding and moving facilities like research labs, many of which were destroyed by the flood, to higher floors. Scores of existing buildings were fitted with flood gates, and new buildings were built surrounded by berms. Underground tunnels were outfitted with 100 submarine doors, some 12 feet tall. The bill was $756 million, paid by the Federal Emergency Management Agency, not including millions more spent on the public works projects.

Variants of some of those flood mitigation measures could be put to work in New York, experts said, with a focus on protecting the infrastructure and centers of activity critical to its function.

? SUBWAYS AND TUNNELS: Sandy exposed the weaknesses of the 108-year-old subway system, including the large number of stations in flood-prone neighborhoods and the overall porosity of a network ventilated by thousands of grates set into sidewalks.

In recent years the Metropolitan Transportation Authority, which runs the system, has begun looking for ways to defend it from water. After flooding from a 2007 storm forced closure of part of the system, the agency spent $157 million on a host of projects, including one that closed half the 1,600 grates along a low-lying avenue in Queens, raised others and installed water-activated mechanical closing devices on still more. It also hired an architecture firm to design raised grates that double as street furniture.

But those changes were designed to prevent flooding caused by rain, not storm surge, and were limited by a capital budget with little room for projects not directly related to transportation, said Projjal Dutta, the MTA's director of sustainability initiatives.

"Sandy just upped that bar hugely," Dutta said. The agency is studying how subway systems elsewhere protect themselves from floods, including some that have installed gates or built drainage tunnels. But the MTA has not reached a decision on how to move forward, and hardening the system against a surge like Sandy's will require significant additional funding, he said.

While New York is designing raised entrances for a new subway line, it is far behind newer systems, like Bangkok, where most station entrances are raised several feet above street level.

Defending the system from a major flood will likely require numerous changes to seal off its many entry points. One answer could come from researchers at West Virginia University, funded by the Department of Homeland Security, who are developing inflatable plugs to seal off underwater tunnels in case of a breach.

A 16-foot-wide prototype was tested in the Washington, D.C., Metro system in 2008, with highly pressurized smoke proving its ability to seal off a tunnel with irregular contours, said Ever Barbero, a professor of aerospace and mechanical engineering at West Virginia who developed the plug. Barbero said plugs, which could be made to varying sizes, could also be used to seal highway tunnels like the ones that flooded in New York.

After New York was hit by Sandy, "I told my co-workers we have our work cut out for us for the next 20 years," Barbero said.

The subway system would be a particular challenge, requiring flood gates, plugs or some other closure at thousands of vulnerable openings.

"A technology like this might be useful to plug certain points but it certainly is not an end-all, be-all answer to everything," said Dave Cadogan, director of engineering for Frederica, Del.-based ILC Dover, which has a contract to manufacturer the plugs. He and Barbero estimate they are still a couple of years away from marketing the plugs, with ones similar to the prototype likely to sell initially for about $400,000.

? ELECTRIC GRID: With Sandy pounding the coast, New York power supplier Con Edison preemptively shut down three networks serving parts of lower Manhattan and Brooklyn to prevent damage to equipment. But widespread outages were prolonged after a 14-foot surge inundated the utility's 13th Street substation, swamped critical gear located just over 11 feet above sea level, and caused an explosion. Also, above-ground lines in New Jersey and New York were taken down by falling trees.

Moving or shielding key components of the electrical distribution system would alleviate such problems, but that will be more challenging in New York then in other areas of the country, said Carol J. Friedland, a civil engineer at Louisiana State University who has studied wind and flood damage.

After hurricanes Katrina, Rita and Ike hit the Gulf Coast, some utilities elevated substations above the flood line. SLEMCO, a cooperative serving Southwest Louisiana, rebuilt three substations, raising them 13 feet above sea level, at a cost of $6.6 million. But all three substations were in a rural area, where a shortage of space, a premium on river views and construction noise are not at issue.

"As long as you have sky above, you should be able to go up. Now whether the neighbors would appreciate it, now that's a horse of a different color. That's where I think you all would have issues" in New York's dense neighborhoods. "It all comes down to what is your priority," said Mary Laurent, the Louisiana utility's communications director.

The protection afforded by elevation was demonstrated at Con Edison's World Trade Center substation. Sandy's surge infiltrated the substation, located in the base of an office tower, but never reached the critical equipment 12 feet above sea level, the company said. That enabled the utility to maintain power for the Battery Park City neighborhood even as the water rose.

Moving more power lines below ground would offer protection from storm damage, said Roger Anderson, a Columbia University research scientist specializing in smart electrical systems. But it is very expensive. A 2009 report by the Edison Electric Institute estimated installing lines underground in urban areas could cost up to $23 million per mile, five times the cost of lines above ground.

Anderson, a proponent of undergrounding, said that in the meantime comparatively small changes in infrastructure ? including installation of hand pumps at gas stations that normally rely on electricity to bring fuel up from underground tanks and the use of rubber seals on electrical relay boxes that may be exposed to water ? could improve the region's storm resilience.

The region's utilities might also do more to break their distribution networks into more localized "microgrids," letting them limit outages to smaller areas, said Bill Zarakas of The Brattle Group, a Cambridge, Mass.-based economic consulting firm specializing in the electric power and utility industries.

"Humans are not good at seeing the future if it hasn't yet happened to you, and once they see that, there's some easy solutions," Anderson said.

? PROTECTING NEIGHBORHOODS: After the 9/11 terrorist attacks, some Wall Street companies sped up efforts to move their back office operations away from lower Manhattan, protecting them by decentralizing. But most of that relocation has been done, and with the industry's strong attachment to New York, a renewed exodus is unlikely, said Mark Gibson, who leads Ernst & Young's construction and real estate advisory services practice.

That leaves it to employers, landlords and government officials to figure out how to make the area more flood-resistant, perhaps by drawing on examples like the work done at Houston's medical campus. Engineers said the city could consider building an earthen berm around Battery Park. Individual building owners could investigate installing steel flood gates or fitting building opening with flood doors.

But retrofitting existing buildings won't always work. "Once you look at how water can get in ... then you have to calculate the flood loads and determine whether or not a building can accommodate those loads," said Christopher P. Jones, a Durham, N.C., coastal engineer who works on flood-resistant design. "There will be many cases, I'm sure, where flood-proofing the building will not be practical."

One possibility is to erect site-specific gates around building perimeters. When the Potomac River rises, managers of the Washington Harbour complex in Georgetown, in the nation's capital, can raise a series of 17-foot steel panels from concrete pockets underground. The panels, which cost about $1 million in 1983, have been raised more than 50 times since their installation, architect Arthur Cotton Moore said. The gates worked each time until an April 2011 flood, when operators failed to raise all of the panels fully, swamping some restaurants in 10 feet of water.

Since even the largest gates have limits, it's at least as important to rethink how the city and its buildings can be redesigned to accommodate flooding and minimize damage, engineers said. New York building owners should reshuffle the way they use space in buildings, moving backup generators, electrical vaults and switches and computer systems out of basements and limiting ground floors to use as lobbies. The city building code could be revised to require such design changes.

"You can't make New York City climate proof; what you can do is make New York City more adaptable," said Cas Holloway, the city's deputy mayor for operations.

But surrendering the city's 539-mile coastline is not an option, he added. "''We're not going to be pulling back or away from the water or retreating from the water."

Parking Lot Car Accidents - It's That Time of Year - noyes legal news ...

Parking lot car accidentAutomobile accidents happen everywhere, but did you know that approximately 20 percent of car accidents happen in parking lots? With Christmas shopping season, the chances of being involved in a parking lot accident increases. However, there are ways to reduce the chances of a car accident in a parking lot.

One way to prevent a parking lot car accident is to be on lookout for bad drivers--those that cut across empty rows, drive too fast, or ignore signs and pavement markings. A driver needs to be extra cautious in parking lot to make up for those drivers that are less cautious.

For some reasons, pedestrians seem to be less watchful as they stroll to find their car. While looking for their car, they are not looking out for your vehicle. By anticipating pedestrians, you may be able to avoid crashing into them.

My favorite (and my wife's least favorite) is to simply to park as far away from other drivers as safely possible. It may be inconvenient, but we could all use the walk and it reduces the chances of a car accident.

Even if you take precautions, others may not causing you to be involved in a parking lot car accident. If that happens, here are a few things you should do:

  1. Notifying police or security. You will want a record of the crash for your insurance company.
  2. When a parking-lot accident first occurs, never admit it was your fault and don?t argue over who was at fault. Just exchange names, addresses, phone numbers and insurance information. You will never change their opinion at the accident scene.
  3. Find witnesses to the accident and ask whether they?d be willing to furnish a name or contact number. The location of the vehicles at the time of impact is important in establishing liability after a parking lot automobile accident.
  4. Take pictures--lots of them. Don?t move the vehicles until you take pictures. Photograph the skid marks, if any, along with broken glass or other debris.
  5. Although parking lot accidents don't typically cause huge property damage, they can still cause significant neck and back injuries--especially if the neck and back are turned when the car is struck. Make sure you see your doctor after any car accident, even a parking lot accident, to get checked out.

Enjoy Christmas shopping, but be safe in the parking lots and watch out for those who aren't.

Proven Tips And Advice For Effective Internet Marketing

If you do your research and act wisely, you will find that profitable Internet marketing is possible. There are so many ways to launch a company on the Internet, they all take time to do. There are only 24 hours in a day, so wasting time will only hurt your profit margins. Continue reading to gain tips on managing your time while marketing your business.

The creative use of headlines can go a long way in getting your site noticed by the search engines. These should be catchy and showcase something that you are offering for sale on your own site. Graphics can also go a long way. Graphics are sometimes more professional looking than headlines.

You should learn to utilize HTML tags. Your important content is indicated by these tags and will be displayed in bold. Search engine spiders will evaluate your website based on what these tags emphasize. Be sure to highlight your critical keywords.

Make sure your purchasing software uses strong encryption. You should offer a secure payment method like Paypal so users will feel comfortable making transactions. Make sure that all of your customer?s personal and payment information is sent to your server in a secure, encrypted form.

A lot of readers will approach any claims you make with a healthy grain of salt. That?s a result of many years of people being exposed to misleading advertising. As a consequence, you must provide proof for what you state on your site. You might include reviews, testimonials, before-and-after photos and test reports, for instance. Don?t make any claims that you can?t back up. You want to remember that your customers are people and that they want to deal with someone they can trust. Don?t ever try and pull a fast one. It is vital to gain a good reputation so that your customers will keep coming back.

Subscribers will be your main source of increased profit. You can help to assess your site by beta testing two different versions with two different groups of subscribers. Then, you will be able to infer which version helped get the most subscribers.

Gaining and keeping the trust of your customers is critical. Do not provide advertising content that cannot be supported by evidence. Making false claims is the quickest way to scare your customers away. Only supply your customers with the most honest claims. You will want to be able to verify them if need be.

You should include a section on your site for customer contacts. Most visitors will enjoy reading what other people have gathered from their experience with your product. This produces a sense of comfort for your customer, and ordering your product is more likely.

Avoid spending too much money on advertising. Not all forms of marketing online require an investment. If you are interested in investing, ensure you get the most out of it, banners are a way to do this.

You do not have to spend all of your time with Internet marketing. If you want to be successful, you should use your time to the best of your ability.

Saturday Night Card Game (WaPo plays the Rice card) - Le?gal In ...

I know I sound like a broken record.

Everytime I think the Democratic race card players could not get more vile, more deranged, more patronizingly demeaning to blacks, someone manages to defy even my vivid imagination.

This time, it is the Editorial Board of The Washington Post, which issued a truly amazing screed (h/t Gabriel Malor) claiming that critics of U.N. Ambassador Susan Rice are motivated by race and sex, as demonstrated by the facts that most are male and a significant percentage come from former confederate states (emphasis mine):

Could it be, as members of the Congressional Black Caucus are charging, that the [97 Republican House] signatories of the letter are targeting Ms. Rice because she is an African American woman? The signatories deny that, and we can?t know their hearts. What we do know is that more than 80 of the signatories are white males, and nearly half are from states of the former Confederacy. You?d think that before launching their broadside, members of Congress would have taken care not to propagate any falsehoods of their own.

The WaPo Editorial Board must have forgotten the opposition to Condoleezza Rice?s confirmation, which was led by former Klansman Robert Byrd and a guy who left a girl to die:

Leading the charge against Rice on Tuesday were Democratic Sens. Edward Kennedy of Massachusetts, Robert Byrd of West Virginia and Barbara Boxer of California.

Boxer, one of two Democrats to vote against Rice?s nomination in the Senate Foreign Relations Committee, said Rice?s answers to her questions were ?completely nonresponsive? and raised more issues about her credibility than they answered.

Rice, Condoleezza, received fewer favorable votes in her Secretary of State confirmation than any nominee in almost 25 years and more negative votes than any nominee in 180 years.? Twelve of the thirteen votes against Rice were from White Males, including the aforementioned former Klansman.

Boxer accused Rice of lying about Sadaam Hussein?s WMD program, and Rice pushed back that they relied on the available intelligence, among other things.

This would become a theme in Boxer?s continuously demeaning conduct towards Rice, which included mocking the fact that Rice had no children during the Iraq Surge hearings in January 2007 (note, Boxer also used the term ?dark cloud? which, had it been used by a Republican as to a black Democratic nominee, surely would have been called a dog whistle or worse)(full video here):

Boxer?s mocking of Rice, Condoleezza?s family status created a firestorm?of controversy, but plenty of liberals defended the attack.

Rice, Condoleeza, also was physically attacked at the start of those hearings, by White Liberals:

The Democrats? often personal attacks on Rice, Condoleezza, continued unabated (Kerry Picket has more).? Liberal cartoonists at major publications played on crude racial stereotypes in going after Rice, Condoleezza.

You get the point.

The criticisms of Rice, Condoleezza, on policy grounds were within the legitimate political realm, as are the criticisms of Rice, Susan.

In the criticisms of Rice, Susan, we have not seen from Republicans anything approaching the vitriol and crude racial and sexist comments directed at Rice, Condoleezza.

Does the?Editorial Board of The Washington Post even belief what it writes?? I doubt it.? It?s all part of their race card game.

?

(AP) ? Tourists and locals flocked to Southfork Ranch on Saturday, bringing flowers in memory of Larry Hagman, who played the infamous J.R. Ewing on the TV show "Dallas."

Hagman died in Dallas on Friday at age 81 due to complications from his battle with cancer.

Southfork, a ranch north of Dallas, was known to millions of viewers as the Ewing family home. Exterior shots of the house and pool were shown when the series aired from 1978 to 1991, although the show wasn't filmed there.

The ranch has been open for tours since the mid-1980s, and now sees more than 100,000 visitors each year. Each room of the house has a theme for each character.

On Saturday, J.R. Ewing's room had flowers and a card for tourists to sign.

"Today is about Larry Hagman and his family," said Janna Timm, a Southfork Ranch & Hotel spokeswoman. "He was such a wonderful person, and we will really miss him."

"Dallas" was recently revived on TNT this summer, and all of the scenes were filmed at Southfork or other places in the Dallas area. Hagman had revised his role as the scheming oilman who would even double-cross his own son.

Linda Sproule of Peterborough, Ontario, had been traveling through the U.S. the past couple of weeks and heard about Hagman's death Friday while in Dallas. She said she didn't know where Southfork was but wanted to come because she was a fan of the show in the 1980s.

"I remember on Friday nights we watched it, and J.R. was bigger than life in some ways," she said after taking the Southfork tour Saturday morning. "This ranch is beautiful. Being here is kind of emotional in a way."

Barbara Quinones and her husband were in town for their daughter's soccer tournament and had already planned to visit Southfork when they heard news of Hagman's death.

"We loved him because he was so ruthless," said Quinones, of Albuquerque, N.M. "This is a sad day, but I'm glad we're here."

Some of the show's stars, including Hagman, came to Southfork for the series' 25th anniversary. The Fort Worth-born actor also had visited several times before the show was revived.

"He was definitely a gentleman, a class act," said Jim Gomes, vice president of resorts at Southfork Ranch & Hotel. "He loved the fans as much as they loved him."

ROCKVILLE -- Five homes will be on the annual Rockville Holiday Home Tour and Christmas Bazaar, scheduled for Dec. 1, between 1-6 p.m.

The homes' ages range from the 1830s to one built 11 years ago.

Another was once a place for trade transactions for both the English settlers and Native Americans.

The Christmas Bazaar has been brought back by popular demand.

The artists have donated craft and food items just in time to help with shopping lists.

All proceeds for the Home Tour and Bazaar will be used for Art Gallery in Rockville maintenance and restoration of the second floor.

The restoration project is underway and should be completed during the first part of the next year. A special celebration is currently being planned.

The following is a list of the homes on the tour:

* Dan and Robin Vukovits.

On old State Road 36, the home was built 11 years ago by Joe Miller.

The 4,000-square foot home has four to five bedrooms and three-and-a-half baths and is located on five acres.

The living area is very open and has country decor with neutral tones.

The decorating is a little eclectic with family antiques.

Robin collects Longaberger baskets, Cat's Meow village pieces, Row pottery and quilts.

Christmas collectibles include Dept. 56 North Pole Series, Anna Leigh dolls, Clothique Santas and Byers' Choice carolers.

Aunt Della and Robin's mother helped decorate for Christmas,

* Ted and Darla Burgess.

The home in Bloomingdale was built by James T. Boswell for his wife, Rachel Morris Boswell, in the early 1900s.

This Victorian Queen Anne Cottage contains some original ornate woodwork and light fixtures, which have been rewired.

There are hardwood floors throughout.

It has a cottage theme with soft colors and a casual feel with the addition of some antiques.

The 61-year-old home in Bloomingdale was built by Frank Garrard.

It was first lived in by Milton and Mildred Davies and later by Bill and Elaine Davies until 2011.

In 2011, Mike Sandusky Construction remodeled the entire home by adding a master bedroom and bath, dining room, office, a front porch and laundry room.

The color schemes include gallant golds, greens and reds.

The master bedroom is salmon.

The home sits on a beautiful hill surrounded by 23 acres of pasture and farmland.

It is an absolutely wonderful place for children, and

* Wilkins' Mill Guesthouse.

In the Bloomingdale area, the popular-sided structure next to the old Wilkins' Mill was built by George Wilkins in 1842.

It was the center of economic activity where English settlers and Native Americans traded goods.

Now reborn as the Wilkins' Mill Guesthouse, the former general store is the gathering spot for family and friends to enjoy the wooded area and scenic Wilkins' covered bridge.

Notice the two doors used for trading: One for English traders to enter and exit and one half-door for trading with the Native Americans.

Owner Jean Turnmire has preserved the hand-milled paneled walls and pine floors while adding air conditioning, heat, TV and a modern bath with a whirlpool tub.

The main cabin accommodates six, but extra guests can sleep on a sofa bed inside or on bunk beds on the screened-in porch.

A three-stall horse barn and paddocks are available for four-hoofed guests.

Tickets for the Home Tour, with directions and a map, are available at the Rockville Art Gallery on the north side of the square in Rockville. Cost is $10.
