Google's Chrome browser comes to Apple's iPhone

SAN FRANCISCO (CNNMoney) -- Google and Apple may still be at each others' throats -- remember Steve Jobs' threat to "go thermonuclear war" on the company he felt ripped off the iPhone -- but you wouldn't know it from the way Google was talking on Thursday.

At its I/O conference for developers, Google (GOOG, Fortune 500) announced that its Chrome browser will be available in iTunes App Store later on Thursday, as will Google Drive, the productivity app suite that includes Google Docs. The news drew cheers and applause from an excited crowd of software writers.

"People have been asking us for this for a long time, but we wanted to make sure we got it right," Sundar Pichai, Google's head of Chrome, said during his keynote presentation.

Chrome is now the most popular browser in the world by some metrics, including Google's own. It has 310 million active users, and a growing number of them are mobile. Google's Android mobile operating system began using Chrome as its primary built-in browser in its most recent version.

Chrome's portability and constant updates have made it a hit, but it hasn't been available on the world's most popular smartphone and tablet until today.

Apple's (AAPL, Fortune 500) restrictions on third-party software are legendary, but browsers in particular have had a difficult time making their way into the iTunes App Store. That's because Apple's doesn't approve apps that duplicate its core functionality.

If a browser gets approved, it has to render Web pages through an iOS software called UIWebView -- a tool that allows apps to display Web content without ever leaving an app. But it's slow and can't take advantage of some of the hardware capabilities that make browsing in Safari lightning-fast.

Just a small handful of third party browsers, including Dolphin, Opera and a few others, have received approval. Like those browsers, Chrome will take advantage of its giant server farm to load pages quickly, bypassing the need to use the hardware tools exclusive to Safari.

Apple did not respond to requests for comment on Chrome's entry into its market.

After a heavy load of Android announcements and updates on Wednesday, including a new tablet, it was slightly strange to see Google engineers proudly wielding an iPad and an iPhone on stage Thursday. But adding Chrome and Drive to the popular iOS platform will expand Google's user base and ecosystem.

Google's browser allows users to sync tabs, bookmarks and other settings across multiple devices. Once a user signs in to the browser on any computer or phone, they can view their opened tabs and browsing history.

That means that someone can search for and click on a restaurant's website on a Chrome browser on a PC, then open Chrome on an iPhone and instantly view the restaurant's page. The user can even hit the back button on the phone to go back to the search results, a feature Google showed off at its conference.

Google's Drive App is also making its way to iOS Thursday, and it comes with some new, long-awaited features.

Beginning Thursday, Google Docs users will be able to edit their documents when offline. The app will store the document in the device's cache, and it will automatically upload it to Google Drive when connected.

The company said offline mode for spreadsheets and presentations will follow soon. The ability to edit while disconnected has been one of the key differentiators between Microsoft Office and Google's productivity apps.

Perhaps the coolest new feature that Google unveiled Thursday was Google Drive's ability to search for photos without any captions or tags. For instance, a search for "pyramids" spat back a few photos that a keynote presenter had taken while in Giza.?To top of page

Cognitive-behavioral therapy effective in combatting anxiety disorders, study suggests

ScienceDaily (June 28, 2012) ? Whether it is a phobia like a fear of flying, public speaking or spiders, or a diagnosis such as obsessive compulsive disorder, new research finds patients suffering from anxiety disorders showed the most improvement when treated with cognitive-behavioral therapy (CBT) in conjunction with a "transdiagnostic" approach -- a model that allows therapists to apply one set of principles across anxiety disorders.

The combination was more effective than CBT combined with other types of anxiety disorder treatments, like relaxation training according to Peter Norton, associate professor in clinical psychology and director of the Anxiety Disorder Clinic at the University of Houston (UH).

Norton concludes that therapists treating people with anxiety disorders may effectively use a treatment that applies one set of principals across all types of anxiety disorders. The findings are the result of a decade of research, four separate clinical trials and the completion of a five-year grant funded by the National Institute of Mental Health.

Norton defines anxiety disorders as when anxiety and fear are so overwhelming that it can start to negatively impact a person's day-to-day life. He notes anxiety disorders include: panic disorder, obsessive-compulsive disorder (OCD), post-traumatic stress disorder (PTSD), social anxiety disorder, specific phobias and generalized anxiety disorder. Often anxiety disorders occur with a secondary illness, such as depression, substance or alcohol abuse. Norton says there are targeted treatments for each diagnosis, but there has been little recognition that the treatments don't differ much, and they only differ in very specific ways.

"The Diagnostic and Statistical Manual of Mental Disorders (DSM) has been an important breakthrough in understanding mental health, but people are dissatisfied with its fine level of differentiation," said Norton. "Panic disorders are considered something different from social phobia, which is considered something different from PTSD. The hope was that by getting refined in the diagnosis we could target interventions for each of these diagnoses, but in reality that just hasn't played out."

As a graduate student in Nebraska, Norton couldn't get enough people together on the same night to run a group treatment for social phobia, and that marked the beginning 10 years of work on the transdiagnostic treatment approach.

"What I realized is that I could open a group to people with anxiety disorders in general and develop a treatment program regardless of the artificial distinctions between social phobia and panic disorder, or obsessive-compulsive disorder, and focus on the core underlying things that are going wrong," said Norton.

Norton finds cognitive-behavioral therapy (CBT), a type of treatment with a specific time frame and goals, helps patients understand the thoughts and feelings that influence behaviors to be the most effective treatment. The twist for him was using CBT in conjunction with the transdiagnostic approach. The patients receiving the transdiagnostic treatment showed considerable improvement, especially with treating comorbid diagnoses, a disease or condition that co-exists with a primary disease and can stand on its own as a specific disease, like depression.

"What I have learned from my past research is that if you treat your principal diagnosis, such as social phobia and you hate public speaking, you are going to show improvement on some of your secondary diagnosis. Your mood is going to get a little better, your fear of heights might dissipate. So there is some effect there, but what we find is when we approach things with a transdiagnostic approach, we see a much bigger impact on comorbid diagnoses," said Norton. "In my research study, over two-thirds of comorbid diagnoses went away, versus what we typically find when I'm treating a specific diagnosis such as a panic disorder, where only about 40 percent of people will show that sort of remission in their secondary diagnosis. The transdiagnostic treatment approach is more efficient in treating the whole person rather than just treating the diagnosis, then treating the next diagnoses."

Norton notes the larger contributions of the studies are to guide further development and interventions for how clinical psychologists, therapists and social workers treat people with anxiety disorders. The data collected will be useful for people out on the front lines to effectively and efficiently treat people to reduce anxiety disorders.

Norton is the author of the book, "Group Cognitive-Behavioral Therapy of Anxiety. A Transdiagnostic Treatment Manual," and co-author of "The Anti-Anxiety Workbook: Proven Strategies to Overcome Worry, Phobias, Panic and Obsessions." He has authored more than 90 research papers on such topics as anxiety disorders, CBT and chronic pain, and he serves on the editorial boards of two scientific journals.

'Wild Things' author spoke of desire to kill Bush

By Kurt Schlosser

In one of his final interviews, celebrated children's book author Maurice Sendak said he fantasized about killing former President George W. Bush and Vice President Dick Cheney.

The "Where the Wild Things Are" author and illustrator, who died on May 8 at age 83, spoke with Gary Groth for an interview in The Comics Journal. A preview of the interview was published last month.

The famously cranky Sendak?spoke at length about his comics career,?his life and times, and blowing up the president.

"Bush was president, I thought, 'Be brave. Tie a bomb to your shirt. Insist on going to the White House,'" Sendak told Groth. "And I wanna have a big hug with the vice president, definitely. And his wife, and the president, and his wife, and anybody else that can fit into the love hug.

"And then we?ll blow ourselves up, and I?d be a hero," Sendak said. "To hell with the kiddie books. He killed Bush. He killed the vice president. Oh my God. ... It would have been a very brave and wonderful thing. But I didn?t do it; I didn?t do it."

Eric Reynolds, associate publisher at Fantagraphics Books, where Groth is founder and president, said Tuesday that they've seen quite a bit of outrage on Twitter and a few?conservative blogs. "I saw a tweet just a few minutes ago that said, 'I wish I'd read and collected Sendak's books as a kid so I could burn them now.'"

Sendak certainly never shied from expressing his outrage at numerous things. In an interview with The Guardian last fall, he railed against everything from e-books to the American political right to Gwyneth Paltrow.

"Anyone who has watched Sendak's infamous interview on the 'Colbert Report' (or read his books, for that matter), should recognize that not only was he cranky, he had a razor-sharp wit and a very dark sense of humor," Reynolds said. "He was 83 years old when he gave this interview [to Groth]. He was at the point in his life where he clearly didn't give a damn about propriety; he could speak his mind and clearly enjoyed provocation. I see these comments as part and parcel of his personality, not as a legitimate, actionable, treasonous threat."

Fuel Efficiency, the Trend for High End Cars of Today | Car is the ...

Energy efficient vehicles are the choice of wise drivers, who want to save money on fuel in the long run. The fact is that the price of energy efficient cars are often high. Therefore, another consideration when purchasing this type of car is its price.

Honda Civic Hybrid

It will probably rival Toyota. Its 4-cylinder engine delivers 44 mpg performance and a speed of 60 mph from rest in 11.3 seconds. This sporty sedan, for those who prefer Honda Toyota.

Lexus 200h CT

CT Lexus 200h and Honda Insight rival each other, both provide a yield of 42 mpg. Ask if you want luxury needs. If you do, you should go after 200h Lexus CT. Its 1.8 L 4-cylinder engine provides acceleration from rest to 60 mph in 9.8 seconds.

2012 Mitsubishi i (MiEV)

Electric cars are growing in popularity at the time due to environmental slogan. An addition to the family is the new Mitsubishi i-MiEV, which is good for short trips. You can charge it at work. Usually there are tax incentives for electric vehicles like the Mitsubishi i-MiEV, but ask the dealer. This is definitely one of the most fuel-efficient vehicles by 2012. Auto This is the class of the Chevrolet Volt and Nissan sheets.

Scion IQ

IQ is probably the smallest car in four places in the world. Although it is only 10 feet long, do not let the size error. Among the features of this car are 11 airbags, HD technology, and Bluetooth, and the engine releases 37 mpg on average.

Toyota Prius

The car you are using an average of 50 mpg. Its engine 1.8L 4-cylinder offers 134 horsepower and an acceleration of up to 60 mph in 10 seconds. The small sedan that is perfect for those who travel a hundred miles or more to use and has enough room for five people. Available in the market is the third generation Prius model, and the Prius C and Prius V.

Honda Insight

You should go to people in need of making CT less luxury Lexus 200h after the Honda Insight. Both vehicles offer the same performance. The Outlook 4-cylinder 98 HP engine gives 42 mpg. Because it is not as luxurious as the Lexus 200h CT, and more affordable versions.

Ford Fusion Hybrid

Check the vehicle?s mileage of 39 mpg and has a 2.5-liter 191 hp engine, which offers a 60 mph acceleration in 8.4 seconds. It is the most accessible version of the main types of Lincoln MKZ Hybrid, which is the same as 39-mpg mileage and 191 hp. If after a lower price, you can go to the Ford Fusion Hybrid. Kids' Lack of Sleep: Nothing New About Blaming It on Modern Life ...

Feb. 13, 2012 ? It is a common complaint of our modern age that kids and teens don?t get enough sleep.

Video games, TV, social media, and other trappings of our increasingly tech-centric lives are often blamed, but a new study shows that long before Facebook or PlayStation 3, kids were sleeping less than experts said they should.

When researchers in Australia reviewed sleep recommendations and actual sleep times among children over the past century, they found that kids consistently slept about 37 minutes less than recommended at the time.

Each time, new technological marvels ? be it the light bulb in the early 1900s, TV in the 1950s, or computer gaming systems and social networking today ? were blamed for declining sleep times.

?The message that children don?t get enough sleep has been the same for over 100 years,? says researcher Tim S. Olds, PhD, of the University of South Australia.

Sleep Recommendations Not Scientific

Olds says health policymakers have been making recommendations about how much sleep children should get each night for more than a century, with very little scientific evidence to back the recommendations up.

That is because studying optimal sleep times during childhood is very difficult.

Getting too little sleep has been linked to an increased risk for obesity, poor school performance, behavioral problems, and substance abuse.

But like adults, individual children and teens appear to have different sleep needs, Olds says.

When they explored sleep recommendations over the last century, Olds and colleague Lisa Anne Matricciani found 32 sets of age-specific sleep recommendations since the late 1800s and about 200 studies examining actual sleep times among children and teens.

On average, age-specific sleep recommendations declined by about 0.71 minutes per year between 1897 and 2009, and this paralleled a similar decline in sleep times.

Actual sleep times were consistently 37 minutes less than recommended over the observation period.

The study appears online today and in the March issue of the journal Pediatrics.

?The rationale for sleep recommendations was also strikingly consistent for more than 100 years: Children were overtaxed by the stimulation of modern living, although that stimulation was embodied in whatever the technological avatar of the time was,? the researchers write.

Some Kids Need More Sleep, Some Need Less

According to the National Sleep Foundation, school-aged children who are 12 and under need at least 10 to 11 hours of sleep each night, while teenagers need eight-and-a-half to nine-and-a-half hours of sleep.

Olds says parents should not be too concerned if their children or teens get a little more or a little less sleep each night, as long as they seem to be functioning well at home and school.

Pediatric sleep specialist William Kohler, MD, agrees.

Kohler is medical director of the Florida Sleep Institute at Florida Hospital in Tampa.

?A child who is alert and doing well in school with no behavioral issues is probably getting enough sleep,? he says.

But he adds that when there are issues, poor sleep quantity or quality should be one of the first suspects.

?We may not have good standards for understanding how much sleep an individual child needs, but there is plenty of good evidence that getting too little sleep or having poor-quality sleep leads to a wide range of health and behavioral problems,? he tells WebMD.

Banking outage gives tiny glimpse of cybergeddon

Paul Marks, senior technology correspondent

Britons have been spitting blood this past weekend after a botched banking software upgrade?at the UK government-owned Royal Bank of Scotland denied hundreds of thousands of people access to banking services. Customers of RBS and its Natwest and Ulster Bank subsidiaries have not been able to check their account balances or make major payments - such as deposits on houses - leaving some?homeless.?While it is not yet clear why the software upgrade failed - or whether it was the fault of an offshored computer facility in India - what is certain is that the episode has given us just a tiny taste of a nightmare scenario long feared by cybersecurity experts who advise western governments: What happens if there is an extended, simultaneous attack on all of the banks?

I was recently talked through this scenario by a source familiar with international deliberations on cyber defence. Imagine, the source said, that an attacker manages to disable the communications lines, or routers, linking a nation's banks, ATMs and the point-of-sale debit/credit card terminals in supermarkets and garages. Suddenly, as few of us carry much cash these days, people cannot buy day-to-day essentials like food and fuel. "The big concern is that Hurricane Katrina style riots could break out on a mass scale as people take to looting," the source said.

Particularly susceptible communications networks have already been identified by some governments and fixes put in place, the source said, patching, for example, vulnerabilities that came to light in the UK national telecommunications network during Tony Blair's time in office.

?

However, the arrival of the reprogrammable computer worms Stuxnet, Duqu and Flame now pose a fresh cyber risk. These can attack industrial or financial infrastructure in a step-by-step fashion, overcoming multiple layers of security as they go by wielding different software "payloads" at the right time. Devised initially by US and Israeli intelligence to slow Iran's nuclear program, these threats got into the wild and now provide attackers with handy cyberattack "construction kits".Continued forensic examination of these worms by antivirus firms should find ways to disable attacks based on them. But for how long can an American firm like Symantec, say, continue to reveal threat confounding measures when it is clear that a US intelligence organisation is partly behind the threat??Last week, at the Adaptive and Resilient Complex Systems conference at the Royal Society in London, I asked Patricia Titus, Chief Information Security Officer at Symantec that very question.

"It's our job - and we will continue to do it until we are told to cease and desist,"? she said.

Workshop to focus on post service

The Ministry of Information and Communications (MIC) will host the second regional Universal Postal Union (UPU) workshop.

Participants at the workshop will focus on ways to ensure sustainable development in the postal sector, including discussions on the environment, economy and society. Workshop leaders will also conduct an action plan on sustainable development with 20 goals.

According to VietnamPost this workshop will be attended by delegates from 20 countries and territories in the Asia-Pacific and representatives of the French Republic and local ministries and agencies as well as some foreign organisations in Viet Nam.

Main cities steady in outsource ranking

HCM City and Ha Noi have held their rankings among the top 100 IT outsourcing cities of the world last year, says international market researcher Tholons.

HCM City slipped one position from 2010 while Ha Noi kept its place, Tholons said.

In 2009 the two cities dropped from fifth to tenth, losing their worldwide edge.

Tholons forecasts, however, that Viet Nam would emerge as one of the major providers of information technology services outsourcing in Southeast Asia, and could replace China and India.

The global adviser said despite experiencing a stagnant growth rate, HCM City had a chance to boost its attractiveness of software outsourcing.

According to the Viet Nam Software Association, HCM City and Ha Noi accounted for 90 per cent of the country?s software outsourcing revenue in the last several years.

Low labour costs, improved business environment and a skilled workforce were the main factors attracting leading technology firms such as Intel, IBM and Siemens to set up distribution centres in Viet Nam, the association said.

The salary for Business Processing Outsourcing personnel in Viet Nam was about 75 per cent lower than Chinese major cities such as Beijing, Shanghai and Dalien.

Meanwhile, thanks to a long period of French rule, Viet Nam had an advantage in the French language, which could attract French firms such as ESI, Mega International, Sysun and Worketer. Some have already visited HCM City and Ha Noi to find business opportunities.

Tholons said India was the top outsourcing nation with six cities among the top 10. They were Bangalore, Mumbai, Delhi, Chennai, Hyderabad and Pune.

Mobile-phone expo, conference on track

A mobile phone exhibition and conference to be held in Ha Noi in October was expected to attract 500,000 visitors and more than 100 media organisations, organisers said yesterday.

Mobile Viet Nam 2012 was predicted to be the largest and most influential gathering in the rapidly growing Vietnamese mobile industry to date.

With a growth rate of 19.2 per cent this year, experts predicted Viet Nam?s total IT market would top US$3.25 billion, which would make it among the top IT spenders in the Asia/Pacific this year.

Smartphone shipments made up 9 per cent of the mobile market in the second quarter last year. This amounted to over 400,000 units. The global market intelligence firm IDC estimated this year the tablet market in Viet Nam would grow 92 per cent year-on-year.

Mobile Viet Nam 2012 will be organised by the Centre for Press and International Communication Co-operation of the Ministry of Information and Communications; the Viet Nam Exhibition Conference and Advertisement Joint Stock Company, and Number One Media Technology Corporation.

The exhibition and conference will be held at the International Exhibition Centre on Tran Hung Dao Street from October 18-20.

It is being sponsored by the Ministries of Industry and Trade, Science and Technology, and Planning and Investment; the Viet Nam Chamber of Commerce; the Media and Information Technology Industry and the Viet Nam Advertising Association.

South African daffodils may be a future cure for depression

Friday, June 22, 2012

Scientists at the University of Copenhagen have previously documented that substances from the South African plant species Crinum and Cyrtanthus ? akin to snowdrops and daffodils ? have an effect on the mechanisms in the brain that are involved in depression. This research has now yielded further results, since a team based at the Faculty of Health and Medical Sciences has recently shown how several South African daffodils contain plant compounds whose characteristics enable them to negotiate the defensive blood-brain barrier that is a key challenge in all new drug development.

"Several of our plant compounds can probably be smuggled past the brain's effective barrier proteins. We examined various compounds for their influence on the transporter proteins in the brain. This study was made in a genetically-modified cell model of the blood-brain barrier that contains high levels of the transporter P-glycoprotein. Our results are promising, and several of the chemical compounds studied should therefore be tested further, as candidates for long-term drug development," says Associate Professor Birger Brodin.

"The biggest challenge in medical treatment of diseases of the brain is that the drug cannot pass through the blood-brain barrier. The blood vessels of the brain are impenetrable for most compounds, one reason being the very active transporter proteins. You could say that the proteins pump the drugs out of the cells just as quickly as they are pumped in. So it is of great interest to find compounds that manage to 'trick' this line of defence."

The results of the study have been published in the Journal of Pharmacy and Pharmacology.

New cooperation between biologists and organic chemists

It will nonetheless be a long time before any possible new drug reaches our pharmacy shelves:

"This is the first stage of a lengthy process, so it will take some time before we can determine which of the plant compounds can be used in further drug development," says Birger Brodin.

Yet this does not curb his enthusiasm for the opportunities from the interdisciplinary cooperation with organic scientists from the Department of Drug Design and Pharmacology and the Natural History Museum of Denmark.

"In my research group, we have had a long-term focus on the body's barrier tissue ? and in recent years particularly the transport of drug compounds across the blood-brain barrier. More than 90 per cent of all potential drugs fail the test by not making it through the barrier, or being pumped out as soon as they do get in. Studies of natural therapies are a valuable source of inspiration, giving us knowledge that can also be used in other contexts," Birger Brodin emphasises.

How humans predict other's decisions

Thursday, June 21, 2012

Researchers at the RIKEN Brain Science Institute (BSI) in Japan have uncovered two brain signals in the human prefrontal cortex involved in how humans predict the decisions of other people. Their results suggest that the two signals, each located in distinct prefrontal circuits, strike a balance between expected and observed rewards and choices, enabling humans to predict the actions of people with different values than their own.

Every day, humans are faced with situations in which they must predict what decisions other people will make. These predictions are essential to the social interactions that make up our personal and professional lives. The neural mechanism underlying these predictions, however, by which humans learn to understand the values of others and use this information to predict their decision-making behavior, has long remained a mystery.

Researchers at the RIKEN Brain Science Institute (BSI) in Japan have now shed light on this mystery with a paper to appear in the June 21st issue of Neuron. The researchers describe for the first time the process governing how humans learn to predict the decisions of another person using mental simulation of their mind.

Learning another person's values and mental processes is often assumed to require simulation of the other's mind: using one's own familiar mental processes to simulate unfamiliar processes in the mind of the other. While simple and intuitive, this explanation is hard to prove due to the difficulty in disentangling one's own brain signals from those of the simulated other.

Research scientists Shinsuke Suzuki and Hiroyuki Nakahara, a Principal Investigator of the Laboratory for Integrated Theoretical Neuroscience at RIKEN BSI, together with their collaborators, set out to disentangle these signals using functional Magnetic Resonance Imaging (fMRI) on humans. First, they studied the behavior of subjects as they played a game by making predictions about the other's behavior based on the knowledge of others and their decisions. Then they generated a computer model of the simulation process to examine the brain signals underlying the prediction of the other's behavior.

The authors found that humans simulate the decisions of other people using two brain signals encoded in the prefrontal cortex, an area responsible for higher cognition (Figure 1). One signal involves the estimated value of the reward to the other person, and is called the reward signal, referring to the difference between the other's values, simulated in one's mind, and the reward benefit that the other actually received. The other signal is called the action signal, relating to the other's expected action predicted by the simulation process in one's mind, and what the other person actually did, which may or may not be different. They found that the reward signal is processed in a part of the brain called the ventromedial prefrontal cortex. The action signal, on the other hand, was found in a separate brain area called the dorsomedial prefrontal cortex.

"Every day, we interact with a variety of other individuals," Suzuki said. "Some may share similar values with us and for those interactions simulation using the reward signal alone may suffice. However, other people with different values may be quite different and then the action signal may become quite important."

Nakahara believes that their approach, using mathematical models based on human behavior with brain imaging, will be useful to answer a wide range of questions about the social functions employed by the brain. "Perhaps we may one day better understand how and why humans have the ability to predict others' behavior, even those with different characteristics. Ultimately, this knowledge could help improving political, educational, and social systems in human societies."

Dimon in the rough: Keeping regulators off of Wall Street

Horror of horrors, say the banks.

?If JPMorgan overseas operates under different rules than our foreign competitors,? warned Jamie Dimon, chair and CEO of JP Morgan, Wall Street would?lose financial business to the banks of nations with fewer regulations, allowing ?Deutsche Bank to make the better deal.?

This is the same Jamie Dimon who chose London as the place to make highly-risky derivatives trades that have lost the firm upwards of $2 billion so far ? and could leave American taxpayers holding the bag if JPMorgan?s exposure to tottering European banks gets much worse.

Dimon?s foreign affair is itself proof that unless the overseas operations of Wall Street banks are covered by U.S. regulations, giant banks like JPMorgan will just move more of their betting abroad ? hiding their wildly-risky bets overseas so U.S. regulators can?t control them. Even now no one knows how badly JPMorgan or any other Wall Street bank will be shaken if major banks in Spain or elsewhere in Europe go down.

Call it the Dimon loophole.

This is the same Jamie Dimon, by the way, who at a financial conference a year ago told Fed chief Ben Bernanke there was no longer any reason to crack down on Wall Street. ?Most of the bad actors are gone,? he said. ?[O]ff-balance-sheet businesses are virtually obliterated, ? money market funds are far more transparent? and ?most very exotic derivatives are gone.?

One advantage of being a huge Wall Street bank is you get bailed out by the federal government when you make dumb bets. Another is you can choose where around the world to make the dumb bets, thereby dodging U.S. regulations. It?s a win-win.

Wall Street would like to keep it that way.

For two years now, squadrons of Wall Street lawyers and lobbyists have been pressing the Treasury, Comptroller of the Currency, Commodity Futures Trading Commission, SEC, and the Fed to go easier on the Street for fear that if regulations are too tight, the big banks will be less competitive internationally.

Translated: They?ll move more of their business to London and Frankfurt, where regulations are looser.

Meanwhile, the Street has been warning Europeans that if their financial regulations are too tight, the big banks will move more of their business to the US, where regulations will (they hope) be looser.

After the Basel Committee on Banking Supervision (a global financial regulatory oversight body) came up with a new set of rules to toughen bank capital and liquidity requirements, European officials threatened to get even tougher. They approved a new system of European regulatory bodies with added powers to ban certain financial products or activities in times of market stress.

This prompted Lloyd Blankfein, CEO of Goldman Sachs, to issue ? in the words of the Financial Times ? ?a clear warning that the bank could shift its operations around the world if the regulatory crackdown becomes too tough.?

Blankfein told a European financial conference that while Europe remains of vital importance to Goldman, with less than half of the bank?s business now generated in the U.S., the introduction of ?mismatched regulation? across different regions (that is, tougher regulations in Europe than in the U.S.) would tempt banks to search out the cheapest and least intrusive jurisdiction in which to operate.

?Operations can be moved globally and capital can be accessed globally,? he warned.

Someone should remind Dimon and Blankfein that a few years ago they and their colleagues on the Street almost eviscerated the American economy, and that of much of the rest of the world. The Street?s antics required a giant taxpayer-funded bailout. Most Americans are still living with the results, as are millions of Europeans.

Wall Street can?t have it both ways ? too big to fail, and also able to make wild bets anywhere around the world.??

If Wall Street banks demand a free rein overseas, the least we should demand is they be broken up here.
