Has North Korea learned its launch lessons?

North Korea has two things to prove to the world when it tries once again to put a satellite into orbit, as announced over the weekend. First, engineers have to prove that they've solved the technical problems that led to an embarrassing launch failure in April. Second, officials have to prove that their intentions are as peaceful as they say they are.

As hard as the first challenge is, the second one may be harder.

Some observers have referred to this month's scheduled launch as a test for a long-range missile capable of hitting the United States, but this weekend's statement from Pyongyang was explicit: The North Koreans say they are simply trying again to put a satellite into orbit.

Story: North Korea sets midmonth timeframe for rocket launch

The mission has been portrayed as a do-over for April's launch of the Unha rocket and Kwangmyongsong satellite. The launch will once again take place at the Sohae Satellite Launch Station, where our NBC News team and other foreign journalists were given a pre-launch tour. Once again, the rocket is due to fly almost due south, putting the satellite in a polar orbit, according to warnings posted for fliers and mariners in the projected impact zone.

This time, however, the North Koreans are hoping to avoid premature impact. In April, the first stage of the three-stage Unha rocket disintegrated near the end of its two-minute thrusting phase, with the debris plunging into shallow waters west of the South Korean coastline.

Good news, bad news
From the North Koreans' perspective, the good news is that the first stage worked properly on at least two earlier launches, where upper stages then failed. So the design is probably fixable.

But clues as to the nature of the failure have been scanty. Any debris that was recovered is probably in South Korean (and perhaps U.S.) hands. The available telemetry about the rocket's operating parameters probably was not extensive.

The bad news is that North Korean engineers have had to struggle against a top-down obedience culture that probably led to the previous failures. Over the decades, space workers in the West and in Russia have learned a bitter lesson about spaceflight: that all engineers need to be empowered to say "wait" if they detect something not quite right. But when I met with the North Korean space program's leaders in April, that concept seemed alien to them.

Clues to April's disaster
The flight path might contain one clue, since the disintegration seemed to occur just past the point of maximum aerodynamic pressure on the rocket. Buffeting increases rapidly with speed, but also drops off as air thickness diminishes. There is a point where it is most severe, and a large number of bad things can happen in this phase.

  1. Space news from NBCNews.com

    1. Month in Space: Sun steals the show

See a violent solar storm, a beautiful solar eclipse and other outer-space highlights from November 2012.

    2. Plastic beads on Mars: Rise and fall of a prank
    3. Holiday calendar puts Earth in the spotlight
    4. Mercury discovery boosts alien life search

But there were worse pressures than the aerodynamic ones. The North Korean space team had been ordered to launch on a political schedule, with overtly ideological overtones. In such an environment, small errors can slip by, unflagged, by fearful workers hoping for the best. We can't tell from here the degree to which such a pervasive attitude allowed flaws to remain unfixed. The problem may be that the North Koreans can't, either.

I saw no indications from the interviews and discussions in April that they were even aware of the potential for problems. Everything else in their culture obeys the commands of the Great Leader ? so why shouldn't rockets, too?

That attitude explains the absolutely blank astonishment with which our escorts responded to the news, relayed to us by colleagues overseas, that the April 13 launch had occurred, and quickly failed. We might as well have told them that space aliens had taken over all the world's capitals, or that the dead had risen and zombie armies were on the march. They were wide-eyed with the inability to form a rational response.

From the moment the rocket had been launched ? in secret, despite a repeated promise that we would be allowed to "observe" the liftoff ? none of the North Koreans dealing with us ever mentioned it again. They didn't even acknowledge to us that it had failed.

It was as if somebody had zapped them all with some little flashy thing that erased all memory of us ever being invited to observe the rocket. Rocket? What rocket? Surely we were all here for their centenary celebration of Kim Il Sung's birth!

Can they prove peacefulness?
And that raises the second critical unknown that needs repair. Can the North Koreans really demonstrate what they had invited us in for last April: that the aim of the launch is merely to put a peaceful satellite into orbit, with no military significance.

In April, our hosts showed us a lot of stuff ? but nothing really critical to the issue of military versus civilian use. They showed us what they said was a satellite to be carried by the rocket, which they also showed us. But they never showed us the satellite being transported to the launch pad and mounted on the rocket. They never even showed pictures or video of that process, or what really was under the nose cone when the rocket lifted off. When challenged directly, they promised to do so. Then they showed us nothing.

The nose cone was large enough to have carried other small objects besides the satellite, and the most worrisome alternative payload was a "re-entry vehicle," or RV. This is the heat-shielded capsule necessary to let a warhead survive the fiery return into the atmosphere on its way to its target.

The presence of an RV is also the unambiguous signature of a weaponized rocket. So if that actually were the secret purpose of the entire rocket program, disguising it ? or even just adequately obscuring it ? for as long as possible would be a major diplomatic goal.

The only real evidence for what was under the nose cone last April is indirect. Since the South Koreans and friends scoured the sea bottom where the rocket's fragments fell, surely they would have publicly revealed evidence that such a device had been found ? even if only in fragments, assuming that a destruct charge was installed on the spacecraft.

Whom do you trust?
The North Koreans ended up providing no evidence that the satellite had been installed on the rocket, beyond their verbal assertions. But was there any other way to calibrate such assertions?

Some of the technical data we were given was legitimate. I had prepared some calibration tests of my own.

When I asked the Mission Control director how long it would be before the satellite's signals were first picked up in North Korea, he answered "about 11 hours." And because I had calculated that myself before leaving for North Korea, I knew the answer was correct.

Data screens we were shown at the Launch Control Center and the Mission Control Center omitted a lot of the plotted data, clearly for security reasons. But even without the ascent trajectory graph filled in, the display still had its X and Y axes fully labeled with actual numbers, which gave me confirmation of how high the initial launch leg would be. And a ground track plot showed the satellite passing across Antarctica with precise lat/long lines remaining. That provided precise information on the orbital inclination they were aiming for.

Other clues, however, suggested that the North Koreans were well-versed in deception. All of the space officials we met, from the escorts to the center directors, repeated the refrain that their first two satellites had successfully entered orbit. Nobody beyond the border of their own country believes that. Both rockets seem to have failed during the third stage of the ascent. Nothing was ever tracked in orbit, either by any national radar network or by worldwide private associations of visual and radio observers.

Yet when pressed, the officials refused to waver. They would reel off a list of alleged confirmations, that were known in the West as ambiguous clues that were later explained by other factors.

Finally, when pressed again by another journalist, the Mission Control director came up with a new explanation of why nobody else in the world had ever heard any radio signals that the satellites had allegedly been transmitting. To save power, he explained, the radio was turned on only over North Korea.

And then I knew for sure he was lying. Satellite signals aren't directed straight down at the land below, they are broadcast in all directions. Radio amateurs can pick them up via line-of-sight for thousands of kilometers in all directions ? and via atmospheric ducting, sporadically all over the world.

The explanation was fiction. It was contrary to 50 years of experience with satellite signals.

Known unknowns
So the new launch has a twin set of challenges, one technological and one political.

Can they show they have fixed the original problem that crashed the launch in April? Can they provide unambiguous and credible evidence that there is no secret military test on this flight?

So far, I've seen no indication to give me any confidence that they have the proper attitudes to succeed at either goal.

STANFORD, Calif. (AP) ? After the final whistle blew, Stanford coach David Shaw lifted his arms in triumph. His players paraded around the field, and students came down from the stands to surround them from all sides.

So much for a transition year.

The post-Andrew Luck Era sure seems awfully rosy.

Kevin Hogan threw for 155 yards and a touchdown and ran for 47 yards and another score, helping eighth-ranked Stanford beat No. 17 UCLA 27-24 in the Pac-12 championship game Friday night. The redshirt freshman won game MVP honors while leading the Cardinal to the Rose Bowl for the first time in more than a decade.

"The best thing about it, the only people that believed are the guys that are in that locker room," said Shaw, who has won Pac-12 Coach of the Year in his first two seasons since replacing Jim Harbaugh.

"The guys that we recruited, we recruited with those guys in mind. And I've said it a million times: If you can get enough tough, smart, motivated individuals in one locker room that like to win in everything they do, they like to be successful, they push themselves, they push each other, if you've got that kind of a locker room, you can beat anybody."

Hogan's biggest highlight came in the biggest moment of the game.

As a defender barreled into him, Hogan hurled a 26-yard tying touchdown pass to Drew Terrell on third-and-15 early in the fourth quarter. Jordan Williamson kicked his second field goal from 36 yards with 6:49 remaining for the go-ahead score, lifting Stanford to its first conference title since the 1999 season.

Many of the sparse crowd announced at 31,622 rushed the field. Players, wearing their all-black uniforms, danced on the sideline and later carried roses ? or stuck them in their mouths ? as confetti flew from a stage erected on the field.

The Cardinal (11-2) will play the winner of the Big Ten title game between Nebraska and Wisconsin in the Rose Bowl on Jan. 1.

UCLA's Brett Hundley threw for 177 yards and a costly interception that set up a Stanford touchdown. He still almost brought the Bruins (9-4) back, but Ka'imi Fairbairn missed a 52-yard field goal wide left in the closing moments of the disappointing loss.

Hogan completed 16 of 22 passes for a fourth win over a ranked opponent in his fourth straight start since unseating Josh Nunes at quarterback. After the Cardinal rolled past UCLA 35-17 last Saturday at the Rose Bowl, it took all 60 minutes to secure another victory in a rare rematch.

Scattered showers made the grass a bit slick, though the surface never seemed to slow down the Bruins, who ran for 284 yards with Johnathan Franklin (194 yards) leading the way. It was the most yards rushing allowed this season by Stanford, which yielded 198 in an overtime victory at Oregon two weeks earlier.

No matter.

The Cardinal did just enough to win their seventh straight game and advance to their third different BCS bowl in as many seasons. They have won at least 11 games each year, part of a run that began behind Harbaugh and Luck, and now has carried on with Shaw and Hogan.

Stanford had won 10 games only three times before in program history (1992, 1940 and 1926).

"It's been a good month," Hogan said. "We've been playing well. Especially for me, just being able to play, it's been fun. The guys around me make it a lot easier than it looks."

The Bruins made the final roadblock more difficult than expected.

UCLA converted a pair of third downs before Franklin burst through the middle for a 51-yard touchdown on the game's opening drive. He carried safety Jordan Richards the final 5 yards into the end zone.

Stanford answered quickly. Hogan ran 14 yards on a read-option keeper to convert a long third down, fullback Ryan Hewitt bulldozed through the line on a fourth-and-1, and Stepfan Taylor took a short pass 33 yards to within inches of the goal line. On the next play, Hogan faked a handoff and rolled untouched for the tying touchdown.

Taylor finished with 78 yards rushing to eclipse Darrin Nelson's school record of 4,169. Taylor, an outgoing senior, has 4,212 for his career.

Before the Cardinal offense even found their seats on the sideline, Hundley ran 48 yards and scrambled for a 5-yard TD to put UCLA back in front, 14-7.

With the Bruins about to go ahead two scores, Ed Reynolds intercepted Hundley's pass and returned it 80 yards to set up Taylor's short TD run.

Officials ruled that Reynolds, who has returned three interceptions for touchdowns this season, was tackled by Hundley short of the goal line and a replay challenge by Shaw was inconclusive. Reynolds moved into a tie with Oregon State's Jordan Poyer for the Pac-12 lead with six interceptions.

Williamson kicked a 37-yard field goal as the first half expired to give Stanford a 17-14 lead. Fairbairn answered with a field goal from 31 yards on UCLA's opening drive of the second half.

Franklin capped a 12-play, 80-yard drive with a 20-yard TD run late in the third quarter. That gave the Bruins a 24-17 advantage and put Stanford on the brink of its first home loss this season.

Instead, the Cardinal came back in impressive fashion.

After shaking off the safety, Hogan heaved the long touchdown to Terrell just over the cornerback's head. Terrell caught the pass in the short corner and pointed to the poncho-wearing crowd.

"We knew we had to remain calm and play our style," Hogan said. "We kept to it. We pounded the ball, got field position, got the TD to tie it."

Stanford stuffed UCLA three-and-out and Terrell returned the punt 18 yards to the Bruins 43. That set up Williamson's tiebreaking field goal.

One last UCLA drive nearly sent the game to overtime.

Tight end Joseph Fauria caught a pass over the middle on fourth-and-7 and lateraled the ball to Jordon James to finish a 17-yard completion. That helped set up Fairbairn's field goal with 34 seconds left, and the kick never looked on target.

"There's a lot of tears and a lot of disappointment but I think they should be proud of what we accomplished," first-year UCLA coach Jim Mora said.

Stanford has won five straight against the Bruins, who were going for their first conference championship since 1998.

The crowd was the smallest at 50,000-seat Stanford Stadium since the Cardinal drew 30,626 against Sacramento State on Sept. 4, 2010.

Congo rebel pullout from Goma runs into hitches

GOMA, Democratic Republic of Congo (Reuters) - A planned battlefield withdrawal by rebels in eastern Congo under a deal brokered by regional governments ran into hitches on Friday, including a dispute over abandoned army supplies the insurgents want to take with them.

Leaders of the Tutsi-led M23 rebel movement had agreed to pull out by Saturday from Democratic Republic of Congo's eastern border city of Goma, which they seized on November 20 when they routed government troops backed by United Nations peacekeepers.

Rebel leaders have said that they intend to fight to topple President Joseph Kabila, but they agreed to a call from presidents of the Great Lakes region last weekend for a withdrawal from positions in and around Goma.

As the withdrawal operation showed signs of getting under way, M23 representatives said some of the group's fighters were loath to yield the captured city, and they accused the U.N. peacekeepers of impeding the pullback.

There was disagreement over a store of munitions and equipment that had been abandoned by the government army FARDC at Goma airport. The rebels wanted to take the airport arsenal with them, but the U.N. peacekeeping mission MONUSCO, which had the store under its charge, refused to let them do this.

"This is FARDC ammunition and does not belong to M23 so I don't think we have to hand it over," MONUSCO's spokesman in Kinshasa Madnodje Mounoubai told Reuters by phone.

M23 military chief Colonel Sultani Makenga accused the U.N. peacekeepers of "blocking" M23's withdrawal operations.

"We have a store that has our logistical equipment and now MONUSCO is telling us not to get our equipment. We can't agree to that," he told reporters west of Goma in the town of Sake, from which M23 was also due to withdraw.

The dispute raised questions over whether the rebel pullback from Goma, which is being supervised by military chiefs from neighboring states including Uganda, would be completed by Saturday morning as announced.

"M23 is going," one of the foreign military observers, Ugandan General Geoffrey Muheesi, earlier told reporters.

A full rebel withdrawal from Goma, which lies on Lake Kivu in sight of the towering Mount Nyiragongo volcano, would signal some progress in international efforts to halt the eight-month-old insurgency in eastern Democratic Republic of Congo.

Goma is an important hub in Congo's eastern borderlands, which have suffered years of recurring conflict stoked by long-standing ethnic and political enmities and fighting over the region's rich resources of gold, tin, tungsten and coltan. The latter is a precious metal used to make mobile phones.

M23 deputy spokesman Amani Kabasha told Reuters that some of the group's young combatants did not understand why they had to surrender a city seized after their offensive.

"We took this town by blood so it is not easy to convince them to leave. They do not understand it," Kabasha said.

In Goma, armed camouflage-clad M23 fighters could still be seen, standing around street corners or in pick-up trucks.

In a sign that Congolese authorities intended to reassert their control over Goma after the rebel withdrawal, 300 policemen, some armed with AK-47s, arrived by ferry at Goma's port on Lake Kivu on Friday and then fanned out around the city.

HUNDREDS INJURED, THOUSANDS DISPLACED

U.N. experts and Congo have accused the government and military of neighboring Rwanda of supporting, supplying and directing the M23 rebellion, a charge furiously denied by Rwandan President Paul Kagame.

But in the face of the evidence supplied by the U.N. experts, the Rwandan denials have not convinced Western donors, a number of whom have frozen aid to Kigali.

In the latest move, Britain, Rwanda's largest bilateral donor, said on Friday it was withholding 21 million pounds ($34 million) of budget support.

The U.N. Security Council also added two more M23 commanders, Baudoin Ngaruye and Innocent Kaina, to the U.N. Congo sanctions list, U.S. Ambassador to the United Nations, Susan Rice, posted on Twitter on Friday.

"We condemn the actions of the #M23 & those who support them," Rice said.

The Security Council said in a statement in August that U.N. High Commissioner for Human Rights Navi Pillay had named the men among a group of M23 commanders who were linked to past atrocities and presented the gravest risk to civilians.

The medical charity Medecins Sans Frontieres/Doctors Without Borders said the fighting leading to the fall of Goma last week had injured hundreds of people and displaced thousands from their homes. Fighting had also taken place at other locations around Goma, such as Masisi.

President Kabila, who faces resistance from within his own military to a peace with the rebels, has said he is ready to listen to the insurgents' grievances, if they leave Goma. But M23 has expressed skepticism about the offer.

The rebels said initially that they had taken up arms over what they cited as the government's failure to respect a March 23, 2009, peace agreement that envisaged their integration into the army.

They have since broadened the scope of their movement, declaring their aim to "liberate" the entire Central African nation and oust Kabila.

On Thursday, Congo's new head of land forces, Lieutenant-General Francois Olenga, said only war could end the rebellion in the east by the Tutsi-led insurgents.

Humanitarian agencies have said that more than 5 million people have died from conflict, hunger or disease in Congo since 1998.

Rwanda has twice invaded its western neighbor Congo over the past two decades, at one point sparking a conflict dubbed "Africa's World War" that drew in several countries.

It has justified its interventions by arguing that it was forced to act against hostile Rwandan Hutu fighters who fled to Congo after the 1994 Rwandan genocide that saw 800,000 Tutsis and moderate Hutus killed by Hutu soldiers and militia. ($1 = 0.6236 British pounds)
